If you want to put some links at the top of the page to make it easier to jump down in this page and then come back to the top, you can create links that are positioned horizontally at the top of the page by putting them in a table.  But you need to put something down in the table as the place that the link will take the viewer.  The locator is called an "anchor" so you go to the place on the page that you want to jump e.g. to the place where the bullets are shown. put ythe cursor where you want to place the anchor, then click on the anchor symbol in the menu and give it a name.  A small yellow box with an anchor symbol in it will appear.  Then go back to the top and highlight the word Bullets and then click the link symbol above and select the appropriate anchor.  place another anchor for the Headings link (I called it anchor2) and do the same thing.  The correct formatting happens automatically.

If the links don't work you may have to publish the page and then find out what the real #anchor1 to the end of the URL

If you want to have 2 or more columns you need to insert a table and create the dimensions you want, then make the border of the cells invisible i.e. a border=0
